OSS RBA (Online Single Submission Risk-Based Approach)
An electronically integrated business licensing system managed by the Ministry of Investment/BKPM. Permits are issued based on the risk level of business activities (Low, Medium, High).
1What is OSS RBA?
OSS RBA (Online Single Submission Risk-Based Approach) is an integrated electronic business licensing system launched by the government to simplify the licensing process in Indonesia. 'Single Submission' means all permits are applied for in one portal, replacing the old system that required business actors to run back and forth to dozens of agencies. 'Risk-Based Approach' means the permit granted is adjusted to the level of business risk: low-risk businesses get permits faster with minimal requirements, while high-risk businesses must go through stricter verification and feasibility testing.
2Risk Levels in OSS RBA
OSS divides business activities into 3 risk categories based on KBLI: (1) Low Risk such as consulting services, software development, online trading - immediately get NIB and can be operational without additional permits, (2) Medium Risk such as packaged food industry, light manufacturing - needs Standard Certificates (example: MUI Halal, SNI, Labels) before products circulate, (3) High Risk such as chemical factories, mining, hospitals - must have environmental permits (AMDAL/UKL-UPL), special operational permits, and investment commitments. The higher the risk, the more stages to go through.
3OSS RBA Usage Flow
The process begins with registering an account at oss.go.id using NIK and email. After logging in, select 'Business Licensing' and input company data (Deed, NPWP, KBLI, address). The system will automatically detect the risk level and display the checklist of required permits. For low risk, the NIB is issued immediately and can be downloaded. For medium-high risk, a list of additional permits that must be fulfilled within a certain time will appear. You can apply for all these permits directly from OSS without needing to come to the government office.
4Advantages of OSS RBA for Business Actors
OSS RBA saves time and costs drastically. What used to take 3-6 months to process permits in the old system, can now be completed in a matter of days to weeks. No need to pay 'bribes' or brokers because the process is transparent and digitally recorded. All permit documents are stored online and can be accessed anytime. Banks and investors also have more trust in companies with NIB from OSS because the data is valid and verified by the government.
Real Example
"Mr. Budi wants to set up a wooden furniture factory. When registering on OSS with KBLI 31001 (Wood Furniture Industry), the system detects his business as a Medium Risk category. NIB is issued immediately, but there is an additional requirement: he must have a Product Industry Standard Certificate (SPPT) from the Ministry of Industry and an environmental permit UKL-UPL from the Environmental Agency. Mr. Budi then applies for both permits through OSS as well, and within 2 weeks all permits are issued. His factory can operate legally without the risk of raids by the Civil Service Police Unit."
Frequently Asked Questions (FAQ)

Using the OSS RBA portal is entirely FREE. There are no fees for account registration or NIB issuance. What is paid is only product certification or certain technical permits (such as halal, SNI) issued by related institutions.

Data in OSS can be changed through the 'Company Data Change' menu. However, for changes involving the Deed (such as changing directors, adding capital), you must first make a Deed of Amendment at the Notary and get a new SK Kemenkumham before you can update the OSS.
Can all types of businesses use OSS RBA?
Yes, almost all business sectors including industry, trade, services, to digital/startups must use OSS to obtain an NIB. Only a few specific sectors such as banking, insurance, and aviation still issue their permits through OJK/Ministry of Transportation separately.
