Construction SKK (Construction Work Competency Certificate) is formal and legal recognition of workforce expertise in the construction services sector.
Construction SKK (Construction Work Competency Certificate) is formal and legal proof of recognition of a worker's expertise in the construction service sector. This certificate guarantees that the holder has passed a competency test through a Professional Certification Body (LSP) in accordance with the Indonesian National Work Competency Standards (SKKNI). In Indonesia's construction ecosystem, having an SKK is no longer just a formality, but an absolute requirement that determines whether a person is allowed to work and hold strategic positions in a project.
DIFFERENCE BETWEEN SKK AND SBU:
Many industry players are still confused about distinguishing between SKK and SBU. Simply put, SKK (Work Competency Certificate) is a certification for *Individuals* (e.g., Engineers, Architects, Builders), while SBU (Business Entity Certificate) is a certification for the *Company*. You cannot apply for an SBU (company license) if your company does not have experts holding an SKK. Both are a single unit in the construction legality chain.
LATEST LPJK LEGAL BASIS:
Construction regulations are constantly updated to ensure safety and quality standards. The main legal bases currently include:
• Law No. 2 of 2017 concerning Construction Services
• GR No. 22 of 2020 concerning Implementing Regulations of the Construction Services Law
• LPJK Circular No. 04 of 2021 concerning Guidelines for Assessing Qualification Conformity
• PUPR Ministerial Regulation No. 14 of 2020 concerning the Implementation of Construction Services
SKK CERTIFICATION FLOW (END-TO-END):
1. Pre-Assessment Stage: Evaluation of basic documents (Diploma, ID Card, NPWP) and matching work experience (CV) with the correct list of classifications and qualifications. Errors in selecting the level at this stage can be fatal leading to LSP rejection.
2. Portal System Registration: Online account registration on the LPJK's SIKI (Indonesian Construction Information System) portal.
3. Fulfillment of Portfolio Requirements: Uploading work reference documents relevant to the building/work sub-classification specifications.
4. Competency Test (Assessment): Execution of the exam by an LSP Assessor consisting of a Written Test, Practical/Observation Test, and Direct Interview Test.
5. Plenary Meeting & Issuance: After being declared 'Competent', the results are recommended to the LPJK to be printed with an official QR Code as proof of validity.
AVAILABLE QUALIFICATION LEVELS:
The SKK system divides skill levels from Level 1 to Level 9:
• Operator/Technician/Analyst (Levels 1-6): Requires basic education up to a Diploma (D3) with specific experience.
• Junior Expert (Level 7): Minimum Bachelor's Degree (S1) (Civil/Architecture/Related) fresh graduate or D3 with relevant experience.
• Middle Expert (Level 8): Minimum S1 with professional work experience > 4 years.
• Main Expert (Level 9): Minimum S1 with more than 10 years of experience or a linear Master's Degree (S2).
Matching diplomas and work experience to ensure the Qualification Level (1-9) application is accurate and guaranteed to pass the assessment.
