Electricity Technical Personnel Competency Certificate (Serkom) is formal and legal recognition of the ability of technical personnel to perform work in the electricity sector.
The Electricity Technical Personnel Competency Certificate (Serkom) is formal and legal recognition of a technical person's ability to perform work in the electricity sector. This certificate guarantees that the holder has the knowledge, skills, and work attitude in accordance with the Electricity Technical Personnel Competency Standards (SKTTK) set by the Ministry of Energy and Mineral Resources (ESDM). The obligation to have this certification is a legal mandate as stipulated in Law No. 30 of 2009 concerning Electricity Article 44 paragraph (6) which states that every technical person in the electricity business must have a Competency Certificate, ESDM Ministerial Regulation No. 6 of 2021 concerning Standardization of Electricity Technical Personnel Competency, and ESDM Ministerial Regulation No. 38 of 2018 concerning Procedures for Electricity Accreditation and Certification. The main purpose of this certification obligation is to realize Electricity Safety (K2) which includes occupational safety to protect workers from electrical accidents, public safety to protect the community around electrical installations, environmental safety to prevent pollution or environmental damage due to installations, and installation safety to ensure electrical equipment functions safely and reliably. Certification covers the scope of work in the generation sector such as the operation and maintenance of generating machines (PLTU, PLTD, PLTS, and similar), the transmission sector in high and extra-high voltage networks (SUTT and SUTET) as well as Substations, the distribution sector in medium and low voltage networks (JTM and JTR), utilization installations in buildings, factories, or housing, as well as consulting and supervision sectors covering planning, project supervision, and electrical inspection. The certificate issuance process is carried out through a competency test by a Competency Certification Body (LSK) that has been accredited by the Ministry of ESDM through written tests, oral tests or interviews, and practical or observation tests, and technical personnel who pass will be registered with the Directorate General of Electricity (DJK) to obtain a Registration Number. Competency qualification levels are divided into implementer levels (Levels 1-3), analyst or supervisor levels (Levels 4-6), and expert levels (Levels 7-9). Competency Certificates generally have a validity period of 3 (three) years and must be renewed to ensure competence remains in line with technological developments and the latest standards.
This stage is crucial to prevent failure of the competency test due to choosing the wrong position or level. Includes identifying needs, occupational mapping, determining competency levels, and checking initial eligibility.
We handle the bureaucracy of registration up to assistance during the exam. Includes digital filing, registration to DJK/LSK, short briefing/coaching, and execution of the competency test (written, practical, oral).
Ensuring legality is issued legally and registered in the government system. Includes graduation plenary, issuance of NoReg, printing of the certificate with QR Code, and authenticity validation on the Si Ujang Gatrik portal.
