KBLI (Standard Classification of Indonesian Business Fields)
The official classification code issued by BPS to categorize Indonesian economic activities. The 5-digit KBLI code must be included in the Deed and NIB to determine the type of business license.
1What is KBLI?
KBLI (Standard Classification of Indonesian Business Fields) is a standard coding system published by the Central Statistics Agency (BPS) to classify all types of economic activities in Indonesia. Every type of business has a unique 5-digit code that reflects its sector and sub-sector. This KBLI code is a mandatory reference in making the Deed of Establishment, issuing the NIB (Business Identification Number), and determining the types of licenses required.
2Structure of KBLI Codes
The KBLI code consists of 5 digits with a hierarchical structure. The first digit indicates the main category (e.g., 4 for Trade), the first two digits indicate the main group, the first three digits indicate the group, the first four digits indicate the sub-group, and the fifth digit indicates the detailed group. Example: Code 47911 is 'Retail Trade of Books Not in Stores' where 4 = Trade, 47 = Retail Trade, 479 = Retail Trade Not in Stores, 4791 = Retail Trade Via Orders, 47911 = specifically for Books.
3Function of KBLI in Business Licensing
KBLI functions as a determinant of the types of licenses and requirements that business actors must fulfill. Through the KBLI code, the OSS RBA system will automatically identify the level of business risk (low, medium, or high) and determine what licenses are needed. Low-risk businesses get an NIB immediately without additional requirements, while medium-high risk businesses require standard certificates, environmental permits, or other special permits. Choosing the wrong KBLI can be fatal because it can make your business illegal or subject to fines.
4How to Choose the Right KBLI
Choose the KBLI that most specifically describes your main business activities. Use the official OSS portal or BPS website to find the appropriate code. If your business is multi-field, choose one primary KBLI and add secondary KBLIs (maximum 10-20 codes). Do not just choose a 'safe' KBLI that does not match business reality because this can become a problem during tax audits or licensing. Consult with a legality consultant if you are unsure.
Real Example
"Andi wants to open a cafe with a co-working space concept. He is confused about choosing KBLI between 'Restaurant' or 'Office Space Rental'. After consulting, he chose KBLI 56101 (Restaurant) as the main business and 68201 (Non-Residential Building Rental) as a secondary business. With this combination, Andi can legally run both activities and obtain the right permits from the Health Office for the cafe as well as commercial permits for the co-working space."
Frequently Asked Questions (FAQ)
How many KBLIs can be selected for one company?
A company can have 1 primary KBLI and up to 10-20 supporting KBLIs depending on needs. However, it is advisable to focus on 3-5 KBLIs that are actually run to avoid confusion during audits.
Can KBLI be changed after the PT is established?
Yes, KBLI can be added or changed through a Deed of Amendment to the Articles of Association and updating data in the OSS. This process requires approval from Kemenkumham for changes to the Deed.
What is the difference between KBLI 2025 and the previous version of KBLI?
KBLI 2025 is the latest version that is more detailed and covers digital economic sectors such as e-commerce, fintech, and tech startups. The OSS system currently uses KBLI 2025 as a reference.
